As only half the time is required to be devo ted to regimental duty by the present law which was enjoined by the former; it is natural to expect a more full compliance with its injunctions, but it has been suggested that in a few instances the year past, no orders whatever were given for Regimental or Battalion musters; or they were given so late as to render it impossible to comply with them, and that the law in this respect, as well as the general Order of February last, were disregarded. If this has been the case, it will be remedied in future.

It has been found by invariable experience that the presence of a General Officer at a regimental muster gives a confidence and spirit to the Militia, not to be found when unattended to by Officers of that rank; indeed to the attention of Officers of this grade may be attributed much of the military discipline & improvement so conspicuous throughout the state. And al- though the instances of inattention in this respect may be few, it is very desirable there may be none; and it may be reason ably expected that either the Major General or Brigadier will constantly attend the Regimental muster, which happens only once in two years.
