Circumstances having just transpired which render it probable that a change will be made in the office of Indian Agent for the Penobscot Tribe. I take pleasure in recommending to you Samuel w. Hoskins Esq. as the man best suited to fill that place by a thorough personal acquaintance with the whole tribe, their situation, wants and interests.

Hoskins Esq. as a suitable person for agent for the Penobscot tribe of Indians having known him for a long time and know him to be a man of strict moral habits and of an unblemished character and the appointment of him to that office would give universal satisfaction to all concerned in the welfare of that once numerous but now scatered race.
