Hon Lot M Morrill
Governor of Maine.

Dillingham of this city as a gentleman imminently qualified to fill said office, and whose administration I have no doubt would be entirely satisfactory to the State, as well as to the Tribe of Indians for whose welfare the appointment is to be made.
Very Respectfully
