To all who shall see these Presents:
Greeting:

Know Ye, That Enoch Lincoln our Governor, reposing special trust and confidence in the integrity, ability and discretion of Joel Miller, of St George, Esquire, hath nominated, and by and with the advice and consent of our Council, appointed the said Joel Miller, Esquire, Warden of the State Prison, under the Act, entitled “An Act providing for the Government of the State Prison and for the punishment of Convicts;” passed the twenty fifth day of February A.D. 1824.
We therefore, do hereby authorize and empower him to fulfil [fulfill] the duties of that Office according to law; and to have and to hold the same, together with all the powers, privileges and emoluments, thereto of right appertaining, unto him the said Joel Miller, Esquire, for the term of four years, if he shall so long behave himself, well in said Office unless sooner removed by the Governor and Council for the time being
In Testimony whereof, We have caused these Letters to be made Patent, and our Seal to be hereunto affixed. Witness our governor of the Council Chamber in Portland the twenty eighth day of June, in the year of our Lord one thousand eight hundred and twenty eight; and of the Independence of the United States fifty second.

County of Lincoln ss: On the fifth day of July A.D. 1828 personally appeared Joel Miller of St. George, in said County of Lincoln and took and subscribed the Oaths prescribed by the Constitution of this State and a law of the United States to qualify him to discharge and execute the duties of the Office of Warden of the State Prison to which he was appointed and commissioned on the twenty eighth day of June A.D. 1828.
