At half past ten o'clock the board was called to order by Hon Daniel Vose -

Gen. John McDonald was then charged with a message to the Governor and Council informing them that a quorum of the Senate was assembled and ready to be qualified according to the Constitution.

At 11 o'clock the two Houses of the Legislature assembled at the Representatives' room - where the members of the Senate and House of Representatives severally took and subscribed the oaths required by the Constitution in the presence of the Governor and Council - The members of the Senate then reassembled at their chamber and proceeded to elect a President - The whole number of votes given in was nineteen of which Daniel Rose had 18. They then proceeded to elect a Secretary. The whole number of votes given in was nineteen. Charles B. Smith had 10 and was chosen. He then came in took and subscribed the oath required by the Constitution to qualify him for the discharge of the duties
