On motion by Mr. Green ordered, that the Committee on the subject of Lotteries be instructed to inquire into the expediency of granting a Lottery to be called " the State Lottery," the avails of which shall be paid into the State Treasury, and when the several sums so paid in shall amount to one hundred thousand Dollars, the same shall be appropriated for the promotion of primary schools in the several towns, with leave to report by Bill or otherwise
