A message was taken received from the House by Mr. Child their Clerk, informing that the House having sent a message on the 19th Inst. to the Senate, requesting them to send down the original report of the joint committee on the petition of Philip Morrell and als. and not having received any answer, the House had appointed a Committee to ascertain what had become of the report of the joint committee upon the petitions of sundry inhabitants for a new county on the western side of the Penobscot River; and that committee having made a report to the House of a statement of facts, which report he was directed to ask permission to read or to lay the same on the table." The President then enquired of the messenger if he had a written message ? The messenger replied , " it is a message and a written report of a committee."- The President then asked the messenger if he could sever the message from the report, if so he could lay the message on the table:- The Messenger replied. "the message and report are connected, and he was directed to ask leave to read it, or lay it on the table. " The question was then put by the President will you permit the messenger to read the report ? The Senate decided unanimously in the negative. The messenger then asked leave to lay the same on the table.- The President then put the question to the Senate will you permit the Report to be laid on the table ? The Senate decided  unanimously in the negative.-
