To His Excellency Arlington Heights Va. Augt. 14, 1861 Israel Washburn Jr Gov. of Maine

We, the undersigned Field, Staff and Company officers attached to the 2nd Maine Regiment humbly pray your Excellency to use all possible and honorable means to Muster out of the United States Service and immediately order to Maine this regiment for the following reasons - Viz -

1st Since the late engagement at Stone Bridge, we have been unable to procure Shoes or Clothing of any description, while other regiments and those lately organized have been amply supplied.

2nd Our encampment being

located in a unhealthy position, many of our men are rendered unfit for service and require recruiting -

3d Our new recruits not having been thoroughly examined, more than a quarter of them, on account of physical inability must be discharged.

4th In consequence of a misconstruction long existing in the regiment in regards to their term of service, fifty eight privates, and four non- commisioned officers, have this day refused duty, and as in consequence of said disobedience, have, by order of General Scott Commander in-chief, been sent to the "Dry Tortugas" in the Gulf of Mexico on "detached service" there to serve until the Government deems it expedient to transfer them Northward.

Owing to the foregoing reasons, we trust our prayer may be granted - sincerely believing that the above course will hereafter prove best for the interest and welfare of Maine in the long "domestic struggle" now before us.
