To the Senate and House of Representatives:
I transmit a copy of a communication received from the Inspector General of Hops. - His statement is corroborated by the official returns. - On the renewal of the Commission, in September last, the appointment was declined by the present Inspector on account of the amount of duties required by law to be paid on the Commission. He was informed that the payment of the duty was indispensable during the existence of the law; but that, as the propriety of requiring a duty on an office of so little emolument was questionable, the subject would be submitted to the consideration of the Legislature. - Under this arrangement the appointment was accepted. -
