Mr Boutelle proposed to amend by adding at the end of the Resolves, Resolved, that no State, or people of a State have a right to withdraw from the Union, and to use the language of the Presidents late message, we regard secession as revolutionary in its character and lendency, and subversion of the supremacy of the laws and of the integrity of the Union; and the question of adopting the same being ordered to be taken by yeas and Nays, was decided in the negative as follows

  Mr Boutelle proposed the following amendment to be added; Resolved that the Tariff of duties on imposts ought to be so modified, if possible, a disregard being had to all the interests of the country that the receipts from them and the other sources of revenue, into the Treasury of the United States, shall not greatly expert the ordinary annual expenses of the government. And the question being ordered to be taken by Yeas and Nays was decided in the negative as follows.
