It will be necessary, during your present session, to elect a Senator and provide for the choice of Representatives to Congress. It is important that these elections should be made previous to the fourth of March next, as the new Congress may be convened before the usual season. The Secretary of State will lay before you Resolutions of the Commonwealth of Pennsylvania relative to the Union of the States, and the Constitution of the United States.
