[page 86] And I desire that the Committee will grant us power to send for persons and papers, for some witnesses who can attend for us may refuse to come Mr. Morrill: It is an extraordinary power to give a committee on ordinary occasions. Parties desiring that should ^at least give the names of those persons whose presence they desire, and see whether their presence cannot be obtained without any such extraordinary course. For one I should not be willing to give any body a commission to summon witnesses. It is a matter for gentlemen to see what witnesses they want to summon here. I know the feeling of the Committee is to give a fair and critical learning of the whole subject. Dr. Butler: Last year there were a number of investigating committees, and I was on two of them And on all of them they gave these powers to send for persons and papers, and we didn't examine half a dozen witnesses; it didn't amount to any thing.
