It is to be remem bered, that equipments without a knowledge of efficiently using them, will be only of partial consequence; hence the importance of a prompt & zealous attention to exercise & discipline, & that both officers & soldiers ambitiously strive to render their several corps respectable in tactics.
A well regulated and disciplined militia has been, and still is our country's boast & bulwark: On their efficiency, united with the patriotic energy of all other citizens, we must rely at this momentous period, for the preservation of our invaluable independence, & the defence of our
national honour.
