But should the change contemplated by the Bill in question be adopted by the Legislature no provision it will be seen is made in the Bill for inspectors in plantations, where as in the single plantation of No 11. Washington County no less than 4259 boxes were inspected during the last season. For these reasons, I have felt it my duty to decline signing the Bill in its present form : and agreeably to the provisions of the Constitution, I now return it to the House of Representatives in which it originated, in order that they may, if they think proper, again take the subject into consideration previous to the adjournment of the Legislature.
