Dear Sir,

Circumstances which have recently transpired in relation to Mr. Winslow Stapes, under necessary the appointment of another Agent for the Penobscot Indians.

I understand there are several applicants, I think the appointment of Samuel W. Hoskins Esq. would be conducive to the best interest of the Indians, and also to the best interest of Republican white folks.

Mr. Hoskins is better acquainted with the Indians, and their condition, wants, etc. than any other man in the State. He has been connected with the Agency for most of the time
