To the Honorable Governor & Council of the State of Maine:
Being informed there is to be a new appointment of Indian Agent for the Penobscot Tribe, I take pleasure in recommending to you F. H. Dillingham Esq. of Bangor, being personally acquainted with mr. D. I regard him an an honorable and practical business man and one who would reflect honor upon the office
