To the Senate and House of Representatives:
I have received from the Governor of the State of Ohio a copy of Resolutions, recently passed by the General Assembly of that State, relative to adopting a system by which the entire emancipation of of the slaves in our country may be effected without any violation of the national compact or infringement of the rights of individuals. -
In compliance with the request contained in said communication, I lay the same before the two branches of the Legislature for their consideration. -
