To all who shall see these Presents:
Greeting:

Know Ye, That Enoch Lincoln our Governor, reposing special trust and confidence in the integrity, ability and discretion of John Kilby Smith, of Portland, in the County of Cumberland, Esquire, hath nominated, and by and with the advice and consent of our Council appointed the said John Kilby Smith, Inspector of Pot and Pearl Ashes for the State, under the Act of the tenth of March, one thousand eight hundred and twenty one.
We therefore do hereby authorize and empower him, to fulfil [fulfill] the duties of that Office according to law; and to have and to hold the same together with all the powers, privileges and emoluments, thereto of right appertaining, unto him the said John Kilby Smith, for the term of four years, if he shall so long behave himself well in said Office, unless sooner removed by the Governor and Council for the time being.
In testimony whereof, We have caused these Letters to be made Patent and our Seal to be hereunto affixed. Witness our Governor at the Council Chamber in Portland, the twenty seventh day of June in the year of our Lord, one thousand eight hundred and twenty eight; and of the Independence of the United States the fifty second.

County of Cumberland ss: On the twenty second day of July A.D. 1828, personally appeared John Kilby Smith of Portland, in said County of Cumberland and took and subscribed the oaths prescribed by the Constitution of this State and a Law of the United States, to qualify him to discharge and execute the duties of the Office of Inspection of Pot and Pearl Ashes for the State, to which he was appointed and Commissioned on the twenty seventh day of June A.D. 1828.
