I have received from the Governor of the State of Tennessee, a copy of a Resolution, passed by the General Assembly of that State proposing an amendment to the Constitution of the United States, relative to the election of President & Vice President, which I lay before the two branches of the Legislature for their consideration.

I have also received from the Governor of the State of New Jersey, a copy of sundry Resolutions, passed by the Legislature of that State, relative to the gradual emancipation of the people of Colour [Color], held in servitude, in the United States, which I lay before the Legislature agreeably to the request therein contained.
