To the Senate and House of Representatives:
Some important alterations having been made in the arrangement of the second and eight Divisions of the Militia of this State, I have thought it proper that the same be communicated to the two branches of the Legislature for their information. The Secretary will, therefore, lay before you a copy of the doings of the Council, advising to the above mentioned arrangement.

I have this morning received from the Executive of Massachusetts a communication covering sundry Resolves passed by the Legislature of that State, relative to the depredations which have been committed by Brittish [British] subjects upon the timber on land owned jointly by the tw States, which I lay before the two branches of the Legislature for their information.
