The Senate met according to adjournment.
[Summons to issue to Orlando Bagley]
On motion by Mr Dunlap; Ordered, that a Summons under the seal of the Senate, with the teste of the President and attestation of the Secretary, issue to Orlando Bagley, of Waterboro', in the County of York, to appear forthwith before the Committee of the Senate who have been appointed to examine the returns of votes from the several Towns and Plantations in the State for Senators; and such summons was accordingly issued.

Mr Ingalls introduced an order authorizing the Secretary to appoint an Assistant, which on motion by Mr Kingsbery was laid on the table -
[Motion relative to Rules & Orders]
On motion by Mr Dunlap, the Senate took up the consideration of the report of the committee appointed to draft Rules and Orders for the government of the Senate; and it was ordered that when the Question on the adoption of the twenty first Rule is taken, it be taken by yeas and nays. after further consideration thereof
