Horace Brown Second Lieutenant of Company A having been appointed first lieutenant, regular Army, I hereby recommend that Sergeant Major Sam'l B. Hinckley be appointed to fill the vacancy. I telegraphed you yesterday to the same effect as I found the commission might not arrive before we move forward.
