That it shall be the duty of all joint standing Committees of the two Houses, and of the Committees of each House, except the Select Committee on Apportionment of Representatives to Congress, and the Standing Committee on the Militia, to report progress, if not finally on every subject committed to them respectively, within seven days next after such commitment. Provided, that this Rule shall not take effect, until after the twelfth day of the Session. Sent down for concurrence. Concurred.
