state the case too strongly when I say that the State of Maine but partially[underscored] rewards the distinguished services of this officer, where her influence at Washington shall make him a General, for his magnificent gallantry upon the hard=won field of Gettysburg.
But beyond and above all these considerations, I would urge the promotion of this officer since the service, more than ever before, demands that high=toned, moral, patriotic, Christian men shall lead its forces to victory.
Pardon, Sir, the apparent warmth of this letter of commendation. My excuse is the respect and admiration which a soldier feels for the bravery and fidelity of another.
