Dear Major Elliot
you will observe that the resolution enclosed [inserted] has been unduly delaying in delivery. the reason is not the unpropitious weather but the misplacement of your address which I eventu- ally found pasted in my calendar for 1918. This made me think of the old Scotch lady who lost her spectacles for 6 months and then found in her Bible The resolution inclosed is not pro forma but from the heart. What- ever heart we have in this old weather the best wishes to you and yours Very sincerely yours Robert Laing
