The Dr. also spoke about a particular by-law where it says "the horses and carriages belonging to the hospital are not to be used except on business connected with it." That is all true and correct. But it goes on to say that they are under the immediate care of the steward and are not to be used except by his direction. Did you ever hear of such a thing. I called the attention of the trustees to it and that was discussed, I thought if he was superintendent that he should not be obliged to go to the steward, and under officer, when he wanted a horse. What is the superintendent of an institution if he is not to be in charge of every thing? You cannot make a division of officers so as to have two superintendents. Then he said it was the fault of the by-laws, and we would have them corrected and changed. I was told that the Dr. said he hadn't any thing to do with making these by-laws; they were made by some of the trustees and his attention was not called to them.
