To the Senate + House of Representatives,

By the act of the 4th of June 1814 entitled an act to divide the Commonwealth into Districts for the choice of Representatives in the Congress of the United States is divided into seven Congressional Districts each of which is entitled to a Representative. By this act it is provided that the choice of Representatives shall take place on the first Monday of November, biennally, commencing in November, 1814; and consequently should the said Act remain in force, the election of Representatives in Congress would take place in this State in November next. It is, however, provided by the 10th Section of said Act that the same shall continue and be in full force until a new appointment of the Representatives shall be made among the several States. It being the duty of con-gress to make such apportionment immediately after the enumeration required by the Constitution of the United States and that enumeration having been completed within the last year " a new appo-tionment of Representatives among the several states will be made at the present Session of Congress, and the Act above referred to, of June 4gh 1814, except so far as it relates to filling vacancies in the present Congress
