six dollars; of which our proportion will be seventy thousand four hundred & forty eight dollars. This estimate does not include the arms furnished by the United States of which we are alike entitled to a share in proportion to the returns of the militia, according to which the said arms have been received from the United States. With this share we shall probably be furnished in the course of the ensuring season. The Congress of the United States having the power " to provide for organizing & disciplining the Militia, and having recently by law prescribed the discipline to be observed throughout all the States, the attention of the Legislature will necessarily be directed to the manner in which a knowledge of this discipline can be best promulgated among the officers and soldiers of the militia of this State. The salutary effects of the Militia law, passed at the last Session, have been observable in most, if not all the divisions in this State. Under a proper organization, and with suitable encouragement, I flatter myself that we may exhibit a body of troops equal in discipline, appearance or effect to those of any portion of the Union.
