Dear Sir

I have examined Capt Burton in regard to his health, & find that he is suffering from severe Bronchitis (chronic) and an abnormal condition of the Lungs which greatly obstructs respiration.

In consequence of the necessary physical exertion, and severe vocal straining required of commander of a Company I fear that he would be un- able to perform the duties of that position.
