Parris, Governor of the said State of Maine, by virtue of the Constitution of the United States and a law of the same, as well as a law of this State, do require and command all and every of the officers of this State, in whose custody the said Torrey may be, and especially the Sheriff of our County of Washington, to deliver him the said Torrey, being a fugitive from justice, as aforesaid, to Thomas Rogers, Agent, as aforesaid, for this purpose specially appointed.
 
Now, therefore, I, Albion K.
