Petition of Philip Greeley and others for a Bank in Portland, committed in the House to the Committee on Banks &c. came up for concurrence, was read and concurred.

Petition of Joshua Smith and others to be allowed their regular fees as witnesses at a Court Martial at Paris, committed in the House to the Committee on accounts, came up for concurrence, was read and concurred.

The Secretary of State came in and laid on the table the following Message from the Governor with documents accompanying the same, viz:

To the Senate and House of Representatives:

Having this day received from the Inspectors of the State Prison their final Report for the past year, I have directed a Copy thereof to be laid before the two branches of the Legislature for their information.
