Joshua Carpenter Esquire having been duly constituted under the Resolve on the ninth day of February eighteen hundred and twenty seven, the agent to expend the sum therein appropriated for the purpose of making and completing the road from the south line of township numbered two to the Mattanawcook Stream as in the same Resolve described, I communicate for your consideration his Report of proceedings, accompanied by a plan & other documents relating to the discharge of his duties.

I transmit for your consideration a letter from Mr. Davies, addressed to me personally but under existing circumstances, considered as belonging to you. It will be perceived that the Lieut. Governor of New Brunswick while he has received Mr. Davies as a private citizen with the respect the character of that Gentleman must everywhere command has been restrained from testifying through him to the State of Maine the regard it was hoped would be secured by the sending an amicable request by such a messenger [principally] principly for information to be placed before you & the general Government.

While we may appreciate the nature of the restriction on the power of his Majesty, Lieut Governor of New Brunswick in such a manner as to entertain sentiments the most foreign from resentment as to the course he has been compelled to pursue. I have the satisfaction to express my anticipation that all the objects of Mr. Davies mission will soon be accomplished & duly reported.
