Upon returning to the Regiment & carefully considering its condition & wants, I deem it for the interest of the Regt. to recommend the following appointments & promotions
William E. Donnell of Portland to be 1st Lieut. & Adjutant, vice Brown promoted.
1st Lieut. Rufus B. Plumer[?] of co. "C"[?] to be Capt. of co. "C"[?] vice Billings died of wounds received in battle.
