I understand there is an application before you for an appointment to a Lieutenantcy of Cyrus A. Washburn of Co. C. 2nd Regt. and his transfer to the Battery of artillery being raised by Capt. James G. Swett at Bangor
Mr. Washburn is a young man of energy and activity, and conducted himself with gallantry at the Battle of Bull Run, and at Fort Corcoran has had practice as Captain of a Gun, and I have no doubt would make an efficient officer. Should you deem it for the good of the service to make such appointment and transfer, you would confer a favor on a deserving young man, and much oblige, (with an apology for intruding upon your valuable time)
