It is provided by the Constitution of the United States, that each State shall appoint Electors of President and Vice President, in such manner as the Legislature thereof, may direct an election of these officers will take place in the course of the current political year. It will therefore be incumbent upon you, at your present session to prescribe the manner, in which the electors on the part of this State shall be chosen. As it will be necessary for me during the session to communicate with you from time to time by special message, I will only add, that I shall zealously cooperate with you in carrying into effort such measures as shall seem best calculated, to promote the essential interested of our constituents, and to strengthen and perpetuate the Union of the States.
