[page 116] The by-laws say that the attendants shall stay in the wards, and I could not make them stay. I had reported to Dr. Harlow that the attendants didn't stay in the wards. I could not make a man stay in the wards if he would not back me up in it. I want to illustrate it by this: One night Dr. Harlow suggested to me that the attendants dance with the patients at the dances. Said I,"Dr., if you will back me up in it I will do it. I cannot do it without." He said he simply threw it out as a suggestion. And it was the same way with the attendants. Q. If you thought that was a proper thing, and your superior threw it out as a suggestion to you in that polite way, didn't you have pluck enough to go ahead and do it? A. I could not do it. Suppose I told an attendant to dance with them, and he would not do it, what was I going to do? Q. So for fear he would not, you didn't ask him? A. No, not for fear, but because I knew he would not support me I never attempted it at all.
