Dear Sir
There are individuals who are leaving the state for other states for the purpose it is supposed of evading military draft. What i would know is how is it to be prevented! Are commissioned officers a constituted party to make arrests etc. by the late order from the War Department if so how are they to provide themselves with a force sufficient to sustain them in their execution of their duty?
