Governor of the State of Maine.

To whom these presents shall come,

Greeting.

Know Ye, That reposing special trust and confidence in the integrity, prudence and abilities of William P. Preble, Reuel Williams and Nicholas Emery Esquires, I, with the advice and consent of Council, have appointed them Commissioners with full power and authority for, and in the name of, the State of Maine, to meet and confer with any person or persons duly authorized by the President of the United States, and with him or them to agree, treat and consult and negotiate of and concerning the North Eastern Boundary of this State and the jurisdiction of such portion thereof as lies Northerly and Easterly of the Rivers St. Johns and St Francis with a view to an amicable and satisfactory arrangement and settlement of all disputes which have arisen, or might arise in regard to said Boundary on such terms, conditions and stipulations on the part of the United States as in the opinion of said Commissioners shall comport with the honor and interest of this State, and also to confer and treat of all matter and subjects connected therewith which may be interesting to the State of Maine and the United States, and to conclude and sign any convention or conditional agreement touching the promises, transmitting the same to me to the end that the same may be submitted to the Legislature of Maine for their acceptance and ratification; it being distinctly understood that until such acceptance and ratification by the Legislature, nothing in any preceedings which have been had or may be had in the premises shall in any wise be construed as derogating from the claims and pretensions of the State of Maine to the whole extent of her territory as asserted by the Legislature thereof.
