Mr Speaker

I am charged with a message from the Senate to inform the House that the Senate propose a convention of both Houses at 12 o clock this day in the representatives chamber for the purpose of qualifying John Balkam Esquire Counsellor elect – and the House concurred and the Clerk was charged with a message to acquaint the Senate therewith.

Bill to prevent mischief by fires in the woods, was called up and referred to Messrs Samson of Waldoboro, Fessenden of Portland, Hutchinson of Hartford, Davee of Dover, Scammon of Pittston, Porter of Kingfield, Hill of Machias, Pease of Cornish and Weymouth of Belmont.

Agreeably to assignment the two branches met in convention in the Representatives Chamber at 12 o clock when John Balkam Esq Counseller [Counsellor] elect came in and took & subscribed the oaths and declarations required by the Constitution to qualify him to enter upon the discharge of the duties of his office.
