To the Senate and House of Representatives:
I transmit a copy of a communication received from the Inspector General of Hops. This statement is corroborated by the official returns. On the renewal of the Commission, in September last, the appointment was declined by the present Inspector on account of the amount of duties required by law to be paid on the commission. He was informed that the payment of the duty was indispensable during the existence of the law; but that, as the propriety of requiring a duty on an office of so little emolument was questionable, the subject would be submitted to the consideration of the Legislature. Under this arrangement the appointment was accepted.

I transmit for the information of the two branches of the Legislature, a Report this day received from the Commissioners appointed under the Resolve of the 13th Ult. “to confer with the Directors of the American Asylum, and Commissioners of other States, respecting the education of the Deaf and Dumb.”
