Order of the House of Representatives, that the Committee on Militia and Military Affairs be directed to inquire into the expediency of exempting by law the noncommission officers and privates who actually preform Military duty, from paying a poll tax for the support of Government.

" That the committee Turnpikes Bridges and Canals be directed to inquire into the expediency of authorizing the Governor and Council to employ at the expense of the State an able and inexperienced Engineer to survey and estimate the expense of constructing Canals in this State whenever satisfactory evidence shall be given to the Governor; that such Canal would be of public utility or benefit and for the interest of the State with leave to report by bill or otherwise were severally read and passed in concurrence,
