and connected interests of the State; initiate inquiry into extent to which forests of the State are being destroyed by fires and by wasteful cutting; ascertain the diminution of the wooded surface of land upon watersheds of lakes, rivers, and water powers of the State and effect of such diminution on the water and natural conditions of the climate; and make annual report to the Governor.
