Ordered that the committee on Lotteries be instructed to inquire into the expediency of granting a Lottery for the purpose of raising - dollars for the support of primary schools to be distributed between the towns & plantations in the State in proportion to the last State tax assessed upon the several towns & plantations previous to the distribution of the same - read and passed.
