36 Thursday January 12 1832 Met according to adjournment.

On motion of Mr Bean of Corrinna the House reconsidered the vote whereby they passed the following Order, Ordered that the following Article be added to the Rules and orders of this House, viz.

Whenever any Order, Resolution or Motion shall be decided in the negative, the said Order, Resolution or Motion and the proceedings of the House thereon shall be entered on the Journal of the House at the request of one fourth of the members present, provided such request be made at the time the passage of such order, resolution or motion is refused on motion of Mr Javis of Ellsworth to postpone the same indefinitely, the question was taken by yeas and nays and decided in the affirmative as follows - yeas 99 Nays 59. (See Appendix page)

A Communication from Rascor G Greene Esq. signifying his acceptance of the office of Secretary of State to which he was elected by a convention of the two branches of the Legislature came from the Senate and was read.

The Committee on contested Elections to whom was referred an Order of the 7th instant requiring them to inquire into the right of James H Haines to a seat in this House as a Representative from the District of Unity, Troy and Burnham made a Report accompanied with the following Resolve,

Resolved that James H Haines the member from the District of Unity, Troy and Burnham is not entitled to hold a seat in this House. Which Report was accepted, and the Resolve read and passed
