To the Senate and House of Representatives: Having received and accepted the resignation of Joseph Chandler, Major General of the second Division of the Militia of this State, I now make known to the two Houses of the Legislature that a vacancy exists in the office of Major General of that Division. To the Senate and House of Representatives: I have received from the Governor of the State of Indiana the accompanying Resolutions of the General Assembly of that State, relative to procuring the passage of a law by Congress for a more perfect organization of the Militia of the several states, and also relative to the officers and soldiers, and the militia who bore arms in the war of the Revolution, and are not entitled to pensions under any existing law.
