His[?] Excellency Governor Coburn,

The hospital steward of this regiment G.M.[?] Baker has performed his duties faithfully and skillfully and has shown himself very capable. Dr. S.P. Menson [?] informed his (Baker's) studies have been performed sufficiently as to warrant appointment as an Apt [?] Surgeon. If so I would gladly recommend him for the position.
