Camp in Field Va July 8 1862 To his Excellency Gov. Washburn

Sir

In asking you for a chance as field officer in one of your new regts from Me I think I do not over step the proper bounds. If I do your Excellency will please pardon me I came but in the 2nd have served through all the battles that have decimated this regt. And while I see my brother officers getting their promotions it is but natural that I would wish for one.

I would refer you to any of my brother officers for information in regard to my military capacity.

Hoping that this war will soon close and the union be preserved and the constitution honored by obedience.

I remain Your Obt Servt F.C. Foss Capt 2nd Me Vol Regt
