[page 62] What I want to make appear is that the superintendent with the trustees have control of the institution, and that the steward is an officer who acts under the direction of the superintendent. But so far as the superintendent is concerned it might as well be under the direction of somebody else as under his direction. He does not exercise any superintendence over the treasurer, which belongs to him to do.
