to the Hon. Governor and Council of the State of Maine

Should there be a vacancy in the office of Agent of the Penobscot Tribe of Indians, I would recommend the appointment of Frederick H. Dillingham Esq. of this city, as a suitable person for the office.

I have known Mr. Dillingham for ten or twelve years past, and have a high opinion of his integrity and business habits. He has held offices of trust in the city, and has poved [proved] himself worthy of the confidence of the public.

I am of [the?] opinion, that his opponent would be of advantage to the Indians and the State, and would be generally acceptable.
