Bangor July 7 1864[?]

Dear Sir

I will accept the temporary appointment[?] for The 2d regt. provided[?] I receive a free[?] pass for myself[?] &[?] servant[?] to Wash. and back, unless I conclude to[?] remain there

I wish you to consider my offer as a perfectly[?] disinterested[?] one, [?] form my belief there no person is at liberty in this present crisis, to refuse[?] his services to the Gov. whenever they may be required[?]

Yours Truly

D. M.[?] Ruer[?]

Gov[?] [?]
